Rear discs part corroded, advice needed.

Hi, as title suggests both my rear discs are corroded on the outside edge, both sides are rusted at least half inch in. I have been told its a common issue as the bias is like 80/20 front/rear and the rears rust through not being used. Is that correct? They need changing but I was just checking first.
