antera309 3
Unfortunately, a Golf mk4 steering wheel will not fit the mk3 steering column, as the spline pattern is different. However, the steering wheel fitted to the 1998-2002 Golf Cabriolet (the version with the mk4 front end, sometimes referred to as the "mk3.5 cabriolet") is identical in appearance to the mk4 GTI steering wheel and will fit straight onto any mk3. The part number for the mk3.5 cabriolet steering wheel is 1E0 419 091 E74.A mk4 GTI airbag unit (3B0 880 201) can be used in conjunction with the mk3.5 cabrio wheel.

antera309 3
If you can pick up a mk4 airbag second-hand and just buy the steering wheel new, this brings the cost down a lot, as airbags are ridiculously expensive new.
