location of diognostics plug?/traction control/abs?

hi folks ive got a 96 obd2 vr6 but some nice previous owner decided instaead of fixing the abs simply removing the light is this light a bridging part of the abs system also does the traction control function alongside the abs as both functions are currently non existant. Oh and can you please tell me wher the diagnostics plug is pls as the engine seems sluggish
