Checked them both, both at 11.9V

I bought a new HID kit for the golf, but when fitted only one of them worked??? swaped the ballast over and still only one working (different side)? Then checked both bulbs and ballast on my mates Ibiza and they definatly both are working. No Fuses are blown and I have had them working on both sides of the car but not at the same time. When I put the sidelights on the one that is working flashes. Any ideas? Cheers
