Hello guys, after a really cold night my handbrake seems frozen on. will it just defrost and come off or do i have to do anything to it?

Hey everyone, i have a 1996 MK3 VR and my drivers side headlight keeps blowing blubs. When i took one out this morning it had appeared to of burnt the wireing. I put another one in and seemed to be fine for a bit but when i started the car a bit later it had gone again. Any ideas please?
