Stuck top strut nut on lowered springs

Hi,

Apparently another bodged job on my VR6 is that the person who fitted the lowering springs didn't screw the top nut on the strut down onto the shock and now the two nuts at the top are ceased together. anyone had anything similar to this and know any ways to get them off, as otherwise they are going to have to cut them off and i will need new shocks as well, to add to my ever increasing bill!!!!
