1993 mk3 vr6 golf

first of all my fuel pump dnt prime ive put a new pump in and changed number 18 fuse and ideas???

my number 15 fuse keeps blowing everytime i turn the igniton on what cud cause this??

Fuse 15 is the power to the engine breather heater. Its on the link pipe from the rocker cover to the inlet pipe, Its a black/yellow wire. Check to see if its melted or shorted out anywhere
