Lower Glovebox

Hi all just a query, I know that the lower glove box was added for cars with passenger airbags, was it an option to have two gloveboxes? I am thinking od adding the lower box to a non-airbag car because anything you put on that little shelf typically falls out, roll around or rattles. If there is a door on it all of the above a fixed.
