Some VR6's have an ISV fitted, my mk2 Golf does, but if one is not fitted what controls the idle speed?

I understand that the ECU receives a voltage signal from the potentiometer on the throttle body and using this adjusts the fuel air mix to suit the throttle opening, but how is the amount of air controlled when the engine is at rest?

ive just been asking a similar question.

the air isnt controlled by anything other than the throttle body, if you leave the car to idle, then the throttle body butterfly stays at a certain point i believe. its the fuell thats adjusted to match the air thats being sucked in.

what i wanted to know is that if i dont want to use the ISV, what method could i use to stabalise the idle, and to aid with cold starts?

i dont think anyone knows, lol.
